KANSAS PRIVATE DETECTIVES FIREARM TRAINING
The firearms training provided by PMO Security Services is designed to meet current requirements established for Kansas private detectives. PMO implements these requirements by analyzing the risk and individual capability and matching the training to the individual and the private detective business. This results in a significantly different course than offered by other private investigator instructors. The diversity of the training is of high value to the private detective with little firearms background, and provides a strong foundation for future development. The material presented, however, is best applied by the experienced shooter transitioning to a new job setting. It is designed to insure the individual has the skills necessary for operation in an independent environment without the luxury of government support or authority.
- 1. SUMMARY OF STATUTORY/REGULATION RESTRICTIONS AND REQUIREMENTS.
- a. Carriage of firearms requires training by a certified instructor and both initial and annual proficiency firing.
- b. Qualification with the specific firearms to be carried.
- c. Changes of the firearm to be carried requires notification and refiring of proficiency course.
- d. Concealed carry of the firearm assumed.
- e. Initial training on concepts of civil liability and criminal culpability; weapon fundamentals and safety; marksmanship fundamentals and safety procedures; familiarization instruction in daylight, dimlight, and darkness shooting; care, cleaning, and maintenance of weapon; familiarization instruction in basic weapon retention and disarming techniques; and proficiency firing. [16 hours]
- f. Renewal training includes a review and proficiency firing. [4 hours]
- 2. PMO INITIAL FIREARMS TRAINING.
- a. Initial firearms training will be proficiency-based and not time-based; A Pre-test, Instruct, Practice, Post-test concept will be used.
- b. Initial training will be in a classroom, followed by proficiency firing. Training will be conducted and proficiency demonstrated in the following areas:

- (b) Common Law Concepts.
- (c) Civil Liability Principles.
- (d) Legal Issues of Deadly Force Incidents.
- (3) Pertinent Statutes and Regulations.

- (c) Arrest.
- (d) Local Ordinances - Kansas City Metro Area.
- (e) Federal Statutes.
- (4) Use of Force Summary and Policy.

This self-defense course is based on risk analysis for typical private detectives and simulates physical situations and settings in which they might become involved in a shooting:

- 3. CERTIFICATION STANDARDS. A Private Detective firearms applicant will be considered proficient and certified to the attorney general when the following has been demonstrated:
- a. Completion of all background training listed above for initial applicants, or update of above material for renewal applicants.
- b. Range firing for record on Basic Self-Defense Course. Shotgun and Advanced Proficiency Courses are available for further certification; these are optional for each applicant.
- 4. FEES and SCHEDULING.
- a. Course Fee [Each applicant]. $500.00 Initial training $175 Renewal training
Note: Former Law Enforcement Officers who did not take a Kansas private detective initial firearm permit course will not be accepted for renewal training due to the increased liability risk.
- b. All individual equipment, ammo, etc are provided by applicant and range fees paid by each applicant as necessary.
- c. Courses will usually be scheduled in August and December of each year.
- d. Other sessions may be arranged by request on a flexible schedule. The initial course runs approximately 16 hours, and the renewal course 4 hours.
- 5. OTHER SERVICES. PMO Security Services can provide customized training for agencies and individuals. I can work with you to develop an NRA-approved course customized for your operation. This has clear liability advantages. Qualification with other weapons can also be provided, although Kansas currently has limited provision for private detectives to carry anything other than a handgun.
